I do not believe you will need a permit. Also you may be entitled to a tax break if you build a solar power or wind power energy device that will generate electric for home use. This DIY kit cost under 200 dollars and will save you money in the long run.
References :
http://usa4energy.com

These are just pool-heating panels, not electric.

I don't know about Las Vegas, but where I live, the city is particular about water heating panels, because they usually weigh a lot, and if your roof doesn't have good structural support, they could crash through.

It should be pretty cheap to hire someone to hook up pool-heating panels; I'd imagine the building trades are hungry for work with the housing market as weak as it is, now. And the permit should be cheap, too. If it were me, I'd get a permit, AND hire someone. If I didn't do it right, and it was unpermitted, my insurance could deny claims on my house.
References :
You can DIY it, but will need a permit. Give the building department a call. To see how one guy did it, see http://www.angelfire.com/ca2/roderick/solar/photovoltaic.html/
